How do you usually go about recording and reusing tapes?
 
Normally, when I record... I plan before I record thinking about what do I need to record for each tape. Each tape I have is about 60 minutes long which is one hour. Then I try to maximize my footage to an hour. Sometimes, I might record only 20-30 minutes on ONE tape, then leave the other 30-40 minutes blank...and if I edit that 15 minutes, then I put the EDITED final DV (about to be converted to VHS or DVD or whatnot) back onto a NEW tape.... Should I still use the blank 30-40 minutes? I just want to minimize fast fowarding/rewinding tape head ware, etc...

Sure, I would just continue using the rest of the tape. But I don't reuse tapes; once I'm finished with the tape, it goes into storage.
