Action/Title Safe Setting
 
Since Premiere sets the action/title safe lines to 10 and 20% respectfully, I was wondering where those numbers come from. Are they really legit? Are they way on the safe or not so safe sides of where I should be editing to? Just wonder if anyone has a better setting that works.

They are estimates and not to be taken as absolutes. Some TVs display images outside of the "safe areas", and some (very few) hide some ares inside those boundaries.

For your own work, what you should do is make sure nothing important exceeds the title safe area, yet also leave for the possibility that material outside those safe areas will still be seen on certain TVs.

On widescreen DVDs shown on a 4x3 TV, for example, the entire vertical length is shown - there is no "safe area" vertically. That is not so much true for 4x3 content. The point is it varies a lot, so just to be safe, follow my advice above.
