I used to use in the early 2000’s software that manipulated photos to easily make a Ken Burns style outcome. BUT I cannot remember what it was called. The correct answer will solve my problem to continue. Offline software.

I don't know if you're talking about Photodex Proshow Producer. That program is a little complicated but the results are truly amazing. Unfortunately, they were bought out by a company who has turned it into a subscription. I'm actually afraid one day when I upgrade my PC I'll lose the use of it. Because at the time I had to download the software and activate it online. So even though I own the software for unlimited use it might not matter if I can't activate it.
As far as simple Ken Burns effect there are lots of software that can do it. Depending on the level of control and quality of movement you need.

Just so that everyone has some idea what's being described here, I append a partial quote from the Wikipedia bio of said individual. Confirming my already impressive "living under a rock" credentials, my initial take was "The Burns effect, waasat?".

Two really serious pieces of software I've used for history doco work, and other jobs is Ken Morse's legendary' DigiRostrum'. He was the king of rostrum camera work at the BBC, and StageTools 'Moving Picture'. Both of which are very good and not too hard to learn but not super cheap.

Yes MUVEE. It is 2018 software version now. It does the job quickly making a file to import into my PP software.
