What is this guy using to make this effect
 
There is a video for this band called Underminded and I was wondering if somone can take a look at it and let me know how they get that get those cool light streaks. Is it a filter or is it post?

Do this effect after you've finished cutting and editing the whole composition.

Duplicate your video track. Take the top video layer and set it's composite mode to Screen. Leave your bottom video layer as is.

I'm using Final Cut, so it'll be different for whatever you use, but the idea is the same. Change the levels of the top video layer to really blow out the whites/lights/highlights. In Final Cut, for the Levels filter, my settings where (top to bottom): 40, 0, .9, 20, 100.

Next, add a blur to this channel. The bigger the blur, the more white light swell you have. It takes the highlights you've blown out and softens them against the bottom video layer. The compositing mode combined with the levels filter insures you only get the highlights leaving the rest of the composition intact.

From here, you can tweak your hightlights as you see fit (filters to noise them up, distort, whateva). If you do a wind blow filter you'll get the same really tall/stretched look from the video. Do a zoom blur (Final Cut) and you get a real nice ethereal Ring-like blow out look.
