Yes, you start a perfectly normal 16:9 project and import your 4:3 footage, pull it to the timeline. If you scrub you'll see it's all horizontally expanded.

Apply a picture in picture filter to the clip, untick 'fix aspect' and position the image centrally within the frame and pull in each side by 12.5%. If you've got pictures of people it's very easy to judge this by eye I find.

My Storm 2 real-time renders this and applies black pillarboxing. It looks a whole lot better than cropping the image by 25% (by zooming into it) - although this does fill the entire 16:9 TV screen with image (albeit a soft image).

When you output this the DVD will be 16:9, it'll flag the TV as 16:9 and all will be well. Not sure where Grinner wants you to go with a 4:3 edit.
