Apparently the "Play Memories" software is to be the new version of PMB.
When installed, it actually replaces PMB & deletes it from your system.
Play Memories does recognize my VG 20 and will play...

I think the slow, slow dolly is a very nice touch.
It's almost subliminal, but effectively adds ambience to what would otherwise be the typical boring head shot.

If I use HDLink to resize from 1080 60i to 480 60i, I just change the "Resize Video" pull down to SD NTSC 16:9.
When I import the new file after the conversion, Premiere Pro reads it as...

CFHD.avi 1080 60i timeline (4 min, simple transitions, etc.), render out to CF 1080 60i file.
Render time was about 1.25 X realtime (5 minutes)

I'm not sure that I totally understand your workflow, and I have no experience with PAL formats.
However, 90% of my editing is 1080 60i- XDCam, AVCHD, etc.
I use HD Link to convert the raw footage...

The main digital intermediate codecs are Avid DNxHD, Apple ProResHD, and Cineform.

This would generate a video file of the entire tape onto whatever HDD you had selected for the capture

I think the most obvious characteristic of fast editing is that it is keyboard driven rather than mouse driven.
So, you can learn the hot keys and use them until they become second nature, as well...
