You need to be a little careful making that comparison.
The "kit" lens on the VG is a slow f 3.4
The lens on the CX cams are a fast f1.8
So, right out of the box, the CX cams will blow the VG away...

When you drag Mercalli onto a clip in the timeline, "Mercalli" should show up in the effect control panel, and should twirl down and show menu...

Mercalli is expensive, and there are indeed a few tricks for using it, as mentioned above by Alan.
And certainly, I would think that the priority would be to get the CS6 suite.

Mercalli v.2.0 is brilliant, easy to use right on the PPro timeline, and very fast.
There is very little image softening- it's almost like free lunch :)

Usually, to install the Adobe upgrade version (CS6), it is not necessary that the older version actually be installed.
You'll just need to enter the prior version SN/Activation Key when asked.

Just looking at the Adobe website- upgrade of Production Premium CS5.5 to Production Premium CS6 is only $375.
Looks like a bargain to me.
I think I paid $600 to go from CS4 to CS5...

The VG10 does shoot 30p, but it is 30 PsF which means it is in a 60i wrapper.

I believe that "good" PsF is tagged in some manner that allows most NLEs to identify the file as 30 PsF rather than 60i. The NLE will then automatically reassemble the fields...

I have tweaked and saved these presets to be a bit customized, but as I said it is a good starting point.
