Im looking at buying a used pd150 and was wondering about getting some type of warrenty, but who and where offers this?

Unless a used camera has a manufacturer's warranty still in force or an extended warranty that can be transfered to a new owner, I know of no way you could have coverage on it. Sometimes, extended warranties can have extra periods added to them, but this is usually expensive. Perhaps there are some companies that offer repair warranties on all your equipment, but I imagine these would not be cost-effective for someone with just a few pieces of gear. If you can find a used camcorder at a very good price and can test it to be sure everything on it works, just buy it and hope for the best.
