OK. Let me get this straight. Camera is set per their specs on the sheet as I posted, here. Are you saying that peak 100% is going to be at the 70% marking... second bar from the top (or third bar from the bottom) on the WM?

I have zebra set for 70% (facial) and that is just appearing now at that second bar from the top so how can that be peak white?

Plus I'm getting the whites to crush at the top most bar.

No not peak level of your WFM.. white level.. REC 709 is 90%.. but the LC 709 .. is a very wide DR LUT.. as in Low contrast in the name..the levels are bought down.. so white is 71% I believe is the exact level..

Skin tone for LC709 is more like 55-60% Rec 709 as you have around 70%.. as a yard stick ..

If the LUT is not being burn in.. and you are shooting purely Slog2.. then I think as "easy" way to get correct exposure,for your under lying Slog2, would be to shoot in P1.. as this is a 1D LUT.. and its the closest the plain vanilla REC mode that we have all be shooting with for years.. if the LUT is to be burnt it.. then of course you will have to work with that LUT in your VF.. and adjust your Zebra for it.. think the F5 WFM is 0/25/50/75/100markings.. its not the best one in the world but gives a quick reference..
