Sure you can adjust the shutter to be slower than than frame rate. It is called Slow Shutter and/or EX Slow Shutter. I don't recommend it for anything with movement, but nevertheless, it can be done.
You're only viable option if you need more light for 60i is to kick in some gain . . . or get a light. |

I didn't mention SLS deliberately as it's in "special effect" realm. For true motion you can't lower the shutter below the frame rate, period.
