You can't adjust the shutter to be slower than the frame rate you're shooting in

Sure you can adjust the shutter to be slower than than frame rate. It is called Slow Shutter and/or EX Slow Shutter. I don't recommend it for anything with movement, but nevertheless, it can be done.
You're only viable option if you need more light for 60i is to kick in some gain . . . or get a light.

I didn't mention SLS deliberately as it's in "special effect" realm. For true motion you can't lower the shutter below the frame rate, period.
