Rates for handing over previously shot footage

I got a call from a former client of mine, asking me for 4x3-footage from an earlier project I did for them.

However, most of it was filmed with an HDV-camera. So I'm digitizing the footage as we speak, downconverting it to 16x9-SD.

They want to use it (re-edit it) for a little ad/visual thingy.

How much should I ask for this?
I'll probably hand it to them in .avi already captured, since I don't have tape-copy facilities.

Is it in the contract?

So they just want the raw footage except in 4:3 format? Does your initial contract cover providing them the raw footage? Did they pay for it, or do you provide raw footage for free? How many hours will it take you to recapture and render down to 4:3? That is what I would base my price on.
