Screen Grab Copyright Issue
 
A certain news paper takes a "screen grab" of a posted video and uses it to tell a story in their paper.

Is this legal, or is it a copyright issue?

Very likely this would fall under the umbrella of Fair Use which allows for limited copying of copyrighted works for purposes of news gathering and reporting.
