Dvfilm maker

DVFilm Maker can convert 60i to 24p.

Magic Bullet I believe can also do that. In addition, Magic Bullet offers color correction tools like:
white diffusion (diffuse highlights)
black diffusion
contrast/gamma controls (increases contrasts in a film-like way; similar to a curves filter but with less control)
tinting (similar to 3-way color corrector)
16-bit rendering (no banding)

IMO your money is better spent on lighting equipment and color correction/enhancement tools. Vegas Video, After Effects, Combustion, and Final Cut (with plug-ins like Color Finesse) are all very capable at color correction. Lighting and color correction require the operator/person to know what they're doing however. If you want simple post processing to make your video look more "film-like", then:
A- De-interlace or convert your 60i footage to 24p. Results are similar between both.
B- Boost contrast with a curves plug-in, or something similar (i.e. magic bullet).
C- Boost saturation. You may want to use secondary color correction controls (i.e. vegas' secondary color corrector, Final Cut's 3-way CC, etc.) to avoid adding saturation to skin tones. You can also use secondary color correction controls so that more saturation is added to dark areas.
