Pixelation of JPG stills when rendering to WMV?

Well, just when I think I've gotten the hang of it, along comes a new issue to stump me and this one has me upset because I've just finished editing 75 individual customer interview sound bites from 17 different interviews, and after rendering each of them I have discovered a pixelation issue:

Each clip begins and ends with a JPG still shot of the interview subject (captured from the timeline at 873 x 480, the same pixel resolution as the widescreen DV footage). There is a 15 frame dissolve from the still to the interview footage at the head, and another 15-frame dissolve back to the still image at the end.

After rendering the clips as WMV files (640x360, 500k bit rate), the still shot appears pixelated before and during the dissolve. What is going on here? Is this a compression artifact from rendering, or is there some other setting I should be minding? Please help - I have 75 clips to fix pronto!

Try saving or converting jpeg to different format, png or tiff

Thanks - should I try to make a larger file (higher pixel count) or just create a file type other than JPG?
