When clicking "optimize", under the general tab, it shows a max bit rate of 10.080. Under the video 1 tab it says "deafult" bit rate yes or no. If I click yes, does this mean that it will use the bit rate that I set without regard to the 10.080 bit rate thats in the "General" tab? I dont see a way to change the max bit rate, and its greyed out like it cant be changed?

The maximum bitrate is a hardware limit based on the read speed of the DVD player. If you want to master a non-compliant DVD that only plays properly in a computer, you should use a different authoring program. The open source program dvdauthor will allow you to master a non-compliant DVD that includes mpeg2 program streams with any bitrate and resolution.
