You don't need a portion of video without it if your doing a straight blur. Your just blurring the actual shadow. It will either look like a generic shadow, or depending upon the background it's on it may blend in with the b.g.

In that case, cut the feathered hole as described before and use track motion on the bottom video to shift the shadow you want into position under the hole by moving the whole frame up and to the left (or whatever).
