I have a friend who says hes edited nothing but Mpeg in Vegas & has never had a problem.

In fact, Im only having a problem with this one file.

so, I dunno :(

Use MPEG Streamclip to export an .avi file.

Use MPEG Video Wizard to open your 'stubborn' file, then save it as a new MPEG file. This will open in Vegas, guaranteed.

Where do I get that program?

If you're doing simple cuts, there will be no recompression in VideoWizard. However, there will be recompression in Vegas. If you're concerned about that, just play DVD through your camcorder & capture DV that way, like others have suggested.
