No Media Cache or Encoded File folders

I saved my project as a different project. There is no folder for either one for the new file, and the old files Media Cache folder has stuff in it but not the Encoded files folder. Why isn't it re encoding everything for proper use? Should I delete the folders entirely to force premiere to re-prepare all the files when it opens?
