Playback 12 fps in 23.976 fps project

I have several 12 fps animations that I am including in an HD 23.976 fps Premiere project. The footage is importing at the proper 12 fps and playing back at proper speed, however Premiere is adding an intermediate blurred frame between each real frame of the animation that is not actually in the animation.

How can I get the animation to playback only its actual frames within my project, ie: each frame of the animation holds for 2 frames with no intermediate frame in between?

Right click on the clip in Premiere, and uncheck the "Frame Blending" option.
