well i figured it out a way that i think looks very good, even in high action, in this case surfing....

step 1

convert 1080/60i to 480/59.94 Fps using RE:Vision Effects deinterlacer

step 2
in vegas 6.0 setup a 720x480 24p (23.976) project

render As

720 x 480 widescreen with 2-3 pulldown..

its not true 24p...but looks good.

i can post a clip if anyone would be interested..
