mpeg streamclip encoding

My footage was shot with a HD100, 720p24. the m2t files I have are 59.94 fps. How is the correct workflow to encode those to AIC, with a 23.98 frame rate, without the audio drifting? I want to make a 24p movie, and a 24p DVD.
i would like to encode whole tapes, if possible without having to re-sync audio. Is it possible? Whenever i change the frame rate in streamclip, it messes up the audio. Can i fix that in cinema tools? And keep the audio sync?
I know this has been discussed, but the treads I've found dont' neccesarily ask what I'm asking, and I get confused. Please help!

I know people hate repeating themselves, but trying the sggestions I've found don't deem to help. I'm missing a step in there somewhere.
