Are there any laptop PCMCIA card or attachments that will help your system for video acceleration (i.e., doing effects & rendering??) thanks.

There is no PCMCIA video editing card that I know of. However, Avid sells the Mojo, which connects to any computer with a FireWire port, which means it can work with laptops. When used with one of the Avid Xpress packages the Mojo will give you real-time effects.
