Frame mode?

when you hear the term "Frame mode", what exactly is this saying. Does it mean progressive scan?

No. It means the same (or nearly the same) *results* as progressive scan, but by different means. This has been extensively discussed in our XL1 / XL1S forum. A search there should turn up a number of older threads about it.
