Music rights for event videos [Canada] at DVinfo.net

Have a meeting coming up with a potential client who needs coverage of a non-profit figure skating club event. There will be hundreds of skaters, and each of them will provide music on a CD that is played over the arena's PA system during their performance.

In the past they've sold DVDs of the skaters, but going to suggest posting everything online instead. And that means the music rights question has to be sorted out. So wondering if it is possible to get a blanket music license for events like this in Canada? Any suggestions on who to call?
