If you use Premiere 6.5...
Premiere 6.5 has a built in MPEG encoder which you can use to create your 13minute DVDs. The file should be smaller enough to fit within your 12 GIG limit on your HD. I even believe it will be smaller enough to fit onto a 650MB CD which you can then transfer into your PC. The only thing is that encoding MPEG2 through the Adobe encoder (Main Concept) is that with a lot of effects i.e. transitions and motion it might take a little while. I would not be surprised if it would take a couple of hours.
