Premiere Pro 2.0/Adobe Media Encoder Issues

Just noticed that our encoded WMV files are 2-3 times their normal size after encoding. We have verified that the settings are correct and unchanged. For comparison we ran the same export/encode settings with the exact same software on our old editing computer and got the correct file size (6-10 MB depending on length). We even uninstalled and reinstalled Premiere Pro 2.0 and updated Windows Media Player on the computer in question.
How can you get two different file sizes when the export settings and software are identical?
