CS5 vs. PPro 2.0 Encoding Quality

I have encoded several projects (720p HDV) using CS5 and the outputted MPEG2 files are less than half the size of the ones from the same projects using Premiere Pro 2.0. The output settings, as far as I can tell, are the same. I also do not notice a difference watching the files. Is CS5 encoding that much more efficiently or am I missing something?
