Old 24p issue, Hoping for easier fix

At its root, this is the same old 24p.

This is an old project which I started before I fully understood the 24p world, and now revisiting and trying to clean up the project, I am having trouble with the mess I made.

I have a file captured at 29.97 which I think was also created at 29.97 (I am not sure, the mini dv was from the film lab for a 16mm daily, It seemed and I assumed at the time that they didn't bother making it 24p for a student who didn't ask). The file repeats every 5th frame, the remove pull-down check-box is grayed out in interpret footage for the clip.

The weird thing about this is on the [24p] timeline half of the clips (from this same file, which has the 5th repeating frame all the way through) seem to hit the 5th frame no problem in the conversion from 29.97 to 24p, so some of the clips are smooth, while the other ones now have a frame repeating every 4 frames (and I suppose a random frame subtracted)

Is there any way to tell premiere on a particular clip which frame is the nth frame to subtract?
Or I guess my main question is, what is the least painful way to restore the proper frames? (which I realize may end up being a lot of work)

I figured I would link the video, although its the same old issue. Some of the sections are really jittery due to the every 4 frames thing.

Well, I solved it my self quite easily actually. Used after effects for the pull down since premiere wouldn't do it and just replaced the file and every thing is great.
