How to do pulldown removal using Premiere Elements 3?

I have a Canon HV20. My NLE is Premiere Elements 3. There's a lot of talk going on about how we should do some "reverse telecine/pulldown removal/2:3 removal" (who knows how many other names are there for this process!!) for footage captured in 24P mode. I am wondering how to do it using Premiere Elements 3. Is it the same as 'deinterlacing'? I'd appreciate any help.
