yes, a quick look tells me that's what it does. However, most HD television sets already do this themselves, you would say. I guess the added value may be the quality of the scalers and the ability to attach more sources and switch between them.

Remember that upscaling a SD source to HD will not really improve the resolution. It may look smoother, but it will not improve the level of detail in the image.
