SR7 quality and editing questions. at DVinfo.net

On my computer at home, the video quality looks like unsharp cable, on my work computer the video quality is sharp and crisp....codec?

Editing I use Vegas 7a, under properties you can select anything from DVD projects to HDV project, could someone explain how you choose your selection based on your video? Example...You can choose a DVD..or a DVD 24p, yet you can render the file to the same stuff, so I'm not sure what to choose at first.

I tried variations of 24p even renedering the final in a DVD 24p, and I noticed no difference...I'm kinda new to all of this.
