H264 is MPEG-4, but MPEG-4 isn't H264.

When someone refers simply to MPEG-4 (without qualifying it as MPEG-4 H264 or MPEG-4 AVC or MPEG-4 Part 10), I think most people assume they are referring to MPEG-4 ASP (like DivX or XVID). I know I do.

Interesting. I consider Mpeg-4 part 2 deprecated. But I know not everyone does. Divx and Xvid died for me with Stage6.
