Tripp, are you saying that Vimeo plays back clips at 30P, or that the frame rate conversion is better now? The mods seem to think that it doesn't play 30P.

i record rollerblading, shoot in 60i, at a variable of different shutter speeds, (am i correct in saying the higher shutter speed also helps in the quality of slow motion?)

i do de-interlace to either odd or even (FCP)

after all this, does the frame rate become 30p??

You should never need to deinterlace progressive footage. In fact it is likely to introduce artifacts and make the image quality worse. Try to stay progressive all the way, i.e. make sure clips, project and output render are all set to progressive.

I'm not privy to the inner workings of Vimeo, but as I understand it there is no frame rate conversion for 30p or 24p video. I've heard that 25p is or will soon be supported.

Any stuttering you see in a video is probably due to dropped frames. Depending upon the video you're watching, the dropped frames could be in the source video and not part of the transmission process.

Hi Tripp. Dropped frames? I don't know why you would say that, it seems very unlikely, especially when the uploaded video plays OK and the stuttering only happens after the Vimeo conversion process. BTW I haven't seen dropped frames in years (and I'm still using tape most of the time).
