I don't remember the technical reason, but I was taught that your shutter speed should be double what your frame rate is, i.e. 24p=1/48, 30p=1/60, and for some reason 60i=1/60 as well.
Anyway, it's really a matter of personal choice. But keep this in mind...you can suggest "looks" all you want, but what matters is what the client wants. If they want 1/30 with 30p, then that's what you should do. If you are the client, do what looks good to you. That's all I can say.
