HDV to PAL DVD - upper or lower Encore?

Edited my HDV footage at 1920x1080 preset and exported movie to CFHD.avi (selecting upper field) - then imported back into premiere and exported to SD PAL.

In Procoder conversion or Encore transcode - it defaults to lower field for PAL. Is this right or wrong for a PAL DVD. Reading too much conflicting information on this.

I keep the field order constant on transcode. DVD players will play either UFF or LFF, so if my master file is UFF, I transcode to DVD UFF. There is always huge confusion and misinformation on this topic. The dirty little secret is that it's not an issue as long as you keep the order constant. After years of confusion, I finally got to the bottom of it on the Procoder forum. For more detail, you can go there and do a search.
