AE titles blurry in 24 fps? at DVinfo.net

So I've been working on this show intro for a bit creating all sorts of graphics and do-dads over full 1280 HD footage. Originally I would export the finished product as the default 29 fps Quicktime settings (photo Jpeg) at best settings and everything looked good. But when trying to do the same only at 23.98 (to match the original footage) the titles and everything I've done is dramatically less sharp. All the compositions are set to 23.98 and I can't figure out what is going on. What am I doing wrong?
