Compressor ignoring Rate Conversion settings...

Ok, I'm basically converting a 60p video to 30p for DVD.

Even if I set the Rate Conversion drop-down to "Best (High Quality Motion Compensation)" or any of the other settings, it behaves as if I've set it to "Fast (Nearest Frame)" and drops half of the frames. I can tell because moving objects that should leave a continuous path (as they do in the input file) are "jumping", which makes the video look less smooth.

How do I get it to blend the frames together when halving the framerate?
