Any know how I can achieve this effect in marvin priests music clip

It's at 31/32 seconds but has it throughout the entire clip -

Is it a plugin or a colour shift or somthing?

I'm curious if you've found a third party plugin for this, I could achieve something similar with Channel Offset x3 - one for each colour - it was a quick tinker. I think they would just keyframe the effect in and out.
