motion blur filter at 30% often works well
there is also NewBlue Videoessentials v2 for EDIUS which has noise remover Video Essentials II Proven Techniques For Professional-Quality Results | NewBlueFX and there is NeatVideo that you can use as a plugin to Virtual Dub and fix the Canopus HQ file |

I fould "Touch up" under Video Essentials... looked ok, didn't know what it was :) |
