One option for HDV distribution is the SR-DVD100U which is the only unit currently availbale capable of playing back HDV on a standard DVD.
This is a fairly inexpensive VTR ($349.00 at TapeWorks) which your clients can justify in their budget.

You are correct. This is a red laser DVD player.

If you were to shoot in straight SD without downconverting to get SD, would this issue of playback on non-JVC decks still be a problem?

I don't so, as long as you shoot DV.
