A fix for vertical sync frame rolling issues?

I'm digitising a VHS tape with the signal coming through a TBC, and I've got the occasional vertical rolling happening. I suspect this is present because the video is many generations old and the video rolls are essentially baked in.

Is there a filter or similar that can recognise and correct this? It would be so neat to be able to fix it.
