Transcoding DV to HD

It appears that Final Cut Pro has a good way to do this using the "Compressor" program. What are the best options for us PC users ? My goal is to integrate DV with 720p HD content from the HVX-200, using Edius Broadcast as the NLE, then outputting it to a P2 Card.
