Aspect ratio conversion software (ARC)

Hello,

There are many hardware ARCing units available, but I'm wondering if any software can also give good results on converting such thing? I simply want to compare the 16:9 from a converter and the lower quality 16:9 from my VX2100.

Most NLEs can letterbox 4:3 to 16:9

Yep... but I think it's not of so professional quality. There are some special applications available, I just don't know where to look.
