Unusual transition during nascar race

I was slowing down a shot of Ricky Craven winning a race a few weeks ago to see if he intentionally drove into another car at the very end of the race. I paused the video and went frame by frame and discovered something very unusual.. On the last turn of the last lap one camera angle was of the cars in the last turn, when the camera angle transited to the starightaway camera the transition consisted of what looked like a ring effect. It reminded me of looking thru the bottom of a thick coke bottle. At first the shot was made up of rings then became clear from the center out as if looking through a drop of water. At normal speed it wasn't apparent so why such a transition. It almost had the appearence of being a lens effect of two pieces of glass interacting. Why would such a thing occur. I wouldn't think it was intentional.

The TD probably just threw that in there on his own discretion for effect.

That sounds a little bit like what happens if you are shooting with a lens that has a built-in 2X extender and you flip it on or off while you're recording.

a couple of observations, the camera angle actually never changed, also the fox-nascar logo did not appear to be distorted which meant the effect/cause was before the transmitting facility. Looks like the lens doubler may have been right on the nose.
