Budget lighting kit

Hey guys, sorry I haven't posted for a while, 3 weddings in a week got me kinda crazy!
I'm looking into purchasing some more gear, and right now I'm being indecisive on lighting. The cheap ePhoto CFL kits ($180 for a 3 light kit with soft boxes) appeal to me just for the heck of playing with them, even if they do break, but I've also seen some good things about like 500 LED panels. I figured you guys are geniuses so I'd just get your thoughts here.

I'd like to have a 3 light kit, but could deal with less for now.
Would love for them to be portable (battery pack/easy breakdown/setup) but not necessary.
Would like a high enough output to use outdoors if possible, but I don't even know for sure that's possible with anything but strobes.
Would like to be able to use as video lights, or photo lights in a pinch.

Would like to stay under $700 if possible.

Thoughts?
