I'd go for one or two generation old macbook pro. You can find one second hand with warranty. These are cheap, still potent laptops and will do you forna couple of years. I use a 5 year old macbook...

you're going to need to build some graphics in photoshop or similar and import them into final cut. Then use the image over the top of your video and put a text layer over it.
