Sony will still customize the Z7 / S270 so that you can switch between PAL and NTSC

Yes, I got my Z7U converted to NTSC/PAL switchable for $300. 25p recording works well in tests but haven't had occasion to use it in USA since DVDs are 30p. The switching is done in the Other Submenu, and that adds the 25 and 50 framerates to the In/Out options.
