Referral Charges???

Have any editors/post facilities been charged referral rates by a cameraman bringing in projects? Is this typical and is there a typical rate. My own experience says no, but I'm working through a post house that I believe is getting scammed on this. Any industry polls where this info might be obtained?

How are they getting scammed? If they don't want to pay a referral fee, they can just not take the work and go hire their own salesperson.
