Hi Shaun,
You've already got two-thirds of the payment. Great! Put the project on the shelf until the rest is paid. Don't refund any amount. They probably feel bad about not paying in full, and if the project is important, they'll come up with the rest. Good luck.

I'm not so certain that it's quite as simple as this. You submitted the invoice, and she paid some of it. Depending on the wording you may well have completed the transaction and you're left with just a debt to chase. In the absence of any specific statement about retention of the material and rights, then you may just have money collection, possibly via a CCJ as your only possibility. Had she not paid anything, then I think title may have not been transferred, but by accepting a part payment, you completed transfer, and it's now a simple debt owed. Might be worth one of those free 30 minute consultations at a local solicitors?

100% of payment now received after chasing it up.
