Are Broadcast Monitors 16 to 235 in PAL Regions and Japan?

I've been getting into a pretty mind bending discussion over displaying footage 16 to 235 versus 0 to 255. My position has been, if you're delivering a broadcast master to an NTSC region w/ a 7.5 IRE Setup, then by all means view the material as 16 to 235. If not, then the ? is much more open ended.

But this has got me wondering, PAL is not 16 to 235 (FWIU) and Japan does not use 7.5 IRE Setup, so how do broadcast monitors display in those regions? I'm assuming in PAL, 0 to 255 and in Japan 0 to 235, but I don't know. Would love some input on this.

Well according to Glenn Chan, who appears to know what he's talking about, PAL is 16-235, digitally-speaking, even though the analogue equivalent values may differ. See 7.5 IRE Setup specifically under the heading "Video Levels - Digital"

And if anyone knows different, I'd be pleased to hear more!
